Since the tooltips accept basic html, you'll simply use a standard html link:
<a href="http://www.yourlinkhere.com" target="_blank">Name of Your Link Here</a>

What does the Name you Link Here mean?
Should have read "Name of Your Link Here". Updated.
This is basic html and simply refers to how the link will appear in the text.
